无人机电子干扰条件下的路径规划

针对机载预警雷达结合地面雷达对低空突防无人机构成的严重威胁,提出一种基于A*算法的路径规划算法.该算法分析了电子干扰和无人机RCS对雷达探测空间的影响,建立了新的雷达探测空间模型和威胁模型进行路径规划,将A*算法应用于无人机的路径规划过程.在此基础上给出了应用该方法的具体步骤,并进行了MATLAB仿真.仿真结果表明:考虑电子干扰对雷达威胁区域影响的情况下规划的飞行路径飞行器能有效回避威胁,有效提高无人机的低空突防能力.     

Graveyard of Analogies: The Use and Abuse of History for the War in Afghanistan

Decades of scholarship have warned against using historical analogies for policymaking. But the Taliban insurgency appears, on the surface, to confirm the usefulness of historical analogies to the British and Soviet wars in Afghanistan. I review the use of analogies for the war in Afghanistan and argue the analogies were historically unsound and strategically unhelpful. In fact, their effect on policy helped create the conditions for the very insurgency policymakers most hoped to avoid. The Taliban insurgency did not occur because of the presence of too many foreign troops and aid workers, but because there were too few.     

The case for Bush revisionism: Reevaluating the legacy of America’s 43rd president

This article reassesses the foreign policy legacy of George W. Bush in light of the emerging historical record of his administration. We conclude that, whereas Bush’s foreign policy was in widespread disrepute when he left office in 2009, that reputation is likely to improve – perhaps significantly – in the coming years. We identify six particular arguments that lend credence to an emerging ‘Bush revisionism.’ To be clear, we do not necessarily argue that the balance sheet on Bush’s foreign policy was positive, but the arguments presented here are likely to generate a more sympathetic and favorable historical assessment of Bush’s presidency over time.

Governmental Re-organization in Counterinsurgency Context: Foreign Policy Program Transfer and Operation Switchback in South Vietnam

Foreign policy program transfer, the shifting of implementation responsibility for a foreign policy program from one organization to another, is a ubiquitous, yet under-studied, counterinsurgency phenomenon. This article conceptually develops program transfer as an important object of study; analyzes, using archival sources, an empirical case of program transfer, Operation Switchback, drawn from US counterinsurgency practice in South Vietnam; and formulates two preliminary theoretical claims related to program transfer: (1) transferred programs will tend to be altered in accordance with the characteristics of the gaining organization, and (2) program transfer may act as a signal or early-warning indicator of foreign policy change.

Former US President Obama’s 2016 trip to Cuba and Argentina was a clear demonstration of this new security paradigm and also a clear indication that there is a new momentum brewing in the US towards a rethinking and reshaping of security strategies and mindsets. This article will explore the multidimensional security relationship between the US and Latin American countries in light of recent changes in the US’ posture toward the region.
